Nearly 10 days have passed since Argentine President Mile announced the farce of deleting LIBRA tokens on X platform, but the truth behind the incident is still confusing. After the incident, PANews contacted Julian Peh, CEO of KIP Protocol, for an interview. Julian responded positively to the incident. He said that KIP did not initiate the Libra project or Project Viva La Libertad, and KIP was only invited on February 13. Joining the project did not make any profit from it. The reason why LIBRA posted relevant tweets after issuing coins was at the request of the intermediary and based on the trust that President Mile had posted X posts. KIP never took control or dominated the project, but was artificially pushed to the front desk and used as a cover for other individuals. These clarifications present more details of the incident and also give encrypted users a deeper understanding of the complex relationships that followed.

PANews: When did KIP start to have the idea and idea of ​​the project Viva la Libertad? Who are the participants in this project? What role does KIP play in it?

Julian Peh: First of all, I would like to reiterate that this project was not proposed and constructed by KIP, but we are participating in the project as invited parties. KIP Protocol did not initiate the Viva la Libertad project, nor did it manage or lead the $Libra token issuance process, nor did it receive any tokens before and after the token issuance, nor did it make a profit from the token issuance. We were notified and invited to participate in the Viva La Libertad project on February 13, 2025, when we learned that Kelsier was already in charge of the token issuance related to the project. Prior to this, there was no discussion between KIP and Kelsier Project Viva La Libertad or any of its stakeholders. We were explicitly told that we did not need to participate in any token-related activities, so KIP did not make any tweets promoting Libra. The token issuance is initiated, managed and executed entirely by Kelsier CEO Hayden Davis, who acknowledged this fact in this interview with Coffeezilla.

PANews: If KIP is not the initiator, what is its role?

Julian Peh: On February 13, 2025, Mauricio Novelli introduced us to the concept of the project and informed us that Kelsier was already in charge of the operation of the project at that time. KIP’s involvement is to help advance small business financing programs in projects and provide infrastructure support for technology companies, including AI-related businesses. Our role was originally expected to officially begin after the token issuance phase under Kelsier's responsibility. We have never been told when the token issuance, nor when the portion we are responsible for will start. KIP has not obtained any tokens or fees, has not been provided with any tokens or fees, has not participated in any token issuance, and has not managed any related wallets.

PANews: Why does the KIP name appear on the Viva La Libertad project website?

Julian Peh: The website of the Viva La Libertad project was not created by KIP, and we have never seen its content before it went live. KIP does not own or control the website. Mauricio Novelli told us that the site is operated by Kelsier, but we were unable to verify this. When we found out that the website was online without our knowledge and used our brand, the token issuance had already begun and President Mile had also posted tweets supporting the project. Although we have expressed concerns about the unauthorized or approved content of the website, there is no time to modify or adjust the website before the token price begins to plummet.

PANews: How did KIP establish contact with Argentine President Mile? How many times did the two sides meet? It is reported that on October 19, 2024, President Mile met with KIP Protocol 's representative to Argentina. You were both present with Mauricio Novelli, the founder of Argentina Techforum. What is the relationship between Mauricio Novelli and KIP? What role did Mauricio Novelli play in this incident?

Julian Peh: First of all, the description of this question is inaccurate. KIP Protocol does not set up a position of representative in Argentina. Our company does not have any permanent institutions or staff in Argentina, nor does it entrust any company or individual to be representatives of our company. In order to explore the South American market, as one of the main sponsors of the Argentina Techforum, I gave a speech at the forum on October 19, 2024, and as the sole representative of KIP Protocol and Mile, who is also a speaker The president meets.

This is my only meeting with President Mile. The one we introduced was Mauricio Novelli, the founder of the forum. President Mile was the last heavyweight speaker at the "Argentina Techforum" that day. Founder Mauricio Novelli introduced me to President Mile as the representative of KIP Protocol.

Mile and I spoke through an interpreter for about 30 minutes about AI, technology and our desire to do more in Argentina. The president talked about his economic philosophy. No token issuance or any specific measures were mentioned at the time. During this meeting on October 19, 2024, no mention of the Viva La Libertad project and Libra were mentioned.

KIP is a technology company focused on AI artificial intelligence, and we were famous for AI promotion and application programs at that time. We do not engage in the business of organizing token issuance. This is the only time I have seen President Milei. Neither KIP nor I have ever had any contact with the President or his office since.

PANews: What kind of relationship do you have with Mauricio Novelli?

Julian Peh: We first connected with Novelli at the Tech Forum Argentina conference in October 2024. KIP is one of the conference’s main sponsors (second on the sponsor list), and Novelli is one of the conference’s main organizers. KIP has never hired Novelli or its company as our representative, agent or consultant.

On February 13, 2025, Novelli invited us to join the Viva La Libertad program. He told us that the issuance of $Libra tokens will be subject to Kelsier's Hayden Davis, and KIP will not participate in any token-related activities. The portion of KIP participation is limited to subsequent small business financing programs and the provision of AI infrastructure for the tech companies supported in the program. As a company known for its AI promotion and application programs, we were asked if we would like to support this initiative and agreed. KIP does not know the date or time of issuance of the token in advance. KIP has not been promoted in any way before the token issuance.

PANews: According to an official Argentina statement, the President held talks with Hayden Mark Davis (LIBRA token issuance consultant Kelsier Ventures) at Casa Rosada on January 30, 2025. What is Hayden Mark Davis ' relationship with KIP? What is your relationship with Hayden Davis/Kelsier?

Julian Peh: During the Tech Forum Argentina 2024, we met Hayden Davis at the sponsor luncheon under the introduction of forum organizers Mauricio Novelli and Manu Torrones Godoy. The two sides did not conduct in-depth exchanges and did not discuss any specific projects.

Hayden/Kelsier never mentioned to us the Libra token, the Viva La Libertad project or any token-related project before the token was released. We had no communication with Hayden before the Libra token price crashed. After the token was issued and misunderstood, I had to talk to Hayden to understand the specifics of the incident, which was our first contact. Hayden Davis has never received instructions from KIP Protocol. Hayden Davis does not mean KIP Protocol. We have never introduced Hayden or Kelsier to anyone.

PANews: Why did KIP choose Kelsier Ventures as a market maker to work together? Do you have any understanding of their methods of doing things before? Kelsier Ventures and the outsourcing Indian market makers are also insiders of tokens such as Trump’s tokens such as MELANIA, ENRON, BOB, and RAG. Are you aware of this and do you understand these backgrounds?

Julian Peh: Whether from the timeline or the workflow, there is no situation where KIP chooses Kelsier Ventures to cooperate. At that time, my team and I were not aware of it, nor did we know these backgrounds, which was not our business area and scope of work. We have not even contacted Kelsier Ventures and Hayden Davis directly until the incident happened.

PANews: Why does KIP post supportive comments, and why does it post statements that it is not a scam (including Julian 's personal reply X Space)? If KIP has nothing to do with token issuance, why do you need to post a post on X to support Libra?

Julian Peh: At 11:25 Beijing time on February 15, Mauricio Novelli asked us to publish content supporting the project on X. We tweeted at 11:36, both in English and Spanish content provided by Novelli. We did this based on trust in President Mile’s X post that had been published by President Mile, which at the time shared details of the project. We hope the project will be successful because we believe that its stated goal – providing financial support to Argentina businesses – is a very supportive mission. After we tweeted, President Mile deleted the relevant content he originally posted on X. We were forced to claim the project and suffered a lot of anger and attacks at the beginning, unable to clarify.

PANews: Why did KIP CEO Julian Peh still respond to a large number of posts on X and enable hosting Space after declaring that he has nothing to do with the token issuance?

Julian Peh: After the token price crash, a lot of anger and emotions pointed to me, KIP and his team. Members of the KIP team, especially female members, have suffered death threats and harassment, and even personal information has been leaked. I decided to focus all my attention in one place, so I responded to many posts and turned on hosting Space. At the time, I was not sure what was going on because I couldn't reach Mauricio Novelli. Under pressure, I think the most correct way is to stand up and respond to protect yourself and the team, but at that time there was no clear understanding of the overall situation. It was not until a few hours later that we first got in touch with Hayden Davis.

PANews: Have you communicated with Mile before and after he deleted Twitter? At present, President Mile and his opposition have launched anti-corruption investigations on Libra 's issuance of coins. Have these investigations affected KIP? How do you and the project deal with it?

Julian Peh: Apart from the October 19 meeting, we have never had any communication with President Mile or the President's Office. I don't think President Mile can completely distinguish the relationship between the $Libra token and the "Viva la Libertad" project. He doesn't know the relationship between multiple parties, and where is the KIP Protocol I represent and I? What kind of services are provided in the stage? I hope President Mile will see our statement and understand the truth.

PANews: How will KIP rebuild community trust in the future and ensure that the interests of users are fully protected?

Julian Peh: We are highly cooperative with any investigation that can find out the truth. We won the Chainlink Hacking Matsu to win the Tencent Cloud Award at the end of 2023, and KIP's products have always maintained the cutting-edge level of technology in the industry. PANews: Faced with the huge losses of many users, does KIP Protocol have any compensation strategies? Is it said that some KOLs have received compensation? (Suspectedly, Barstool founder bought LIBRA and lost $5.34 million, and then received $5 million in compensation)

Julian Peh: We have deep sympathy for what we have experienced, but we are not responsible for the $LIBRA project. Kelsier Ventures is, we cannot interfere with or recommend compensation plans, and Kelsier Ventures has never and has not followed KIP's instructions. Instead, KIP Protocol and I were victims of the incident and were implicated by them when we had not yet entered into substantive cooperation, and we will claim compensation through legal means. At the same time, my team and I are working hard to recover the damage caused by this incident to KIP's own project and reduce the unreasonable losses suffered by our users.

PANews: KIP investor Animoca Brands also made a clarification, saying that he was not aware of the issuance of coins. Is there any investment institution that is aware of or participate in this issuance of coins?

Julian Peh: KIP does not participate in the $Libra issue process at all, so it is impossible to notify any investment institution.

PANews: Jupiter, Meteora and other platforms were accused of making profits on Libra, but these projects were subsequently denied. Is there any cooperation between KIP and these projects?

Julian Peh: No, KIP Protocol is not the company that helps organizations issue tokens. This is not our business, and KIP does not need to connect with these platforms.

PANews: Do you think the current situation about Libra violates the original intention of the project? Will Libra continue to operate according to the original philosophy to support Argentina 's economic development?

Julian Peh: As the victim rather than the initiator of this incident, we are unable to answer the above two questions. At this point, what we lose is permanent reputation and great harm to the team.
